# Con Edison heat pump rebates

Rebates last read October 27, 2026.

Con Edison is the electric company for New York City and most of Westchester County. 3 of the 6 programs below are listed as open as of October 27, 2026. Each shows what the program says it pays, its status and the page we read it on.

_"Typical amount we count" is a single-family figure we can add up; programs that state no single figure are listed as such. Pause and waitlist status could not be confirmed from a public live source for any utility. The New York Clean Heat manual (v3, effective 2026-09-01) lists full amounts for all six NY utilities and no public notice of a pause was found; Con Edison and National Grid ration money through quarterly contractor allocations (official Clean Heat meeting summaries say contractors "should only submit applications for incentives within their allocated incentive budget"), so a homeowner can be told no money is left through a given contractor. Treat "open" as "listed and not publicly paused", and call the utility or contractor before promising a rebate._

## What each program says

- **NYS Clean Heat: full-load heat pump with decommissioning of the old fossil heating system** Full replacement with decommissioning pays $7,000 per single-family home at the standard rate and $10,000 in the Weatherized Tier ($8,000 and $11,000 in a disadvantaged community). Con Edison rations funds by quarterly contractor allocations (Q2 2026 allocations issued March 9, 2026), so availability depends on the contractor. The September 1, 2026 manual cut the base rate; the March 2026 manual (v2) paid the 2b standard rate of $8,000 in a non-disadvantaged community. Capped at 70 percent of project cost (85 percent in a disadvantaged community). Single-family home, standard (non-weatherized) rate shown as typical. Status: open. Paid by Con Edison (NYS Clean Heat). - **NYS Clean Heat: full-load with integrated controls (keep existing fossil system as controlled backup)** Con Edison does not offer plain Category 2: keeping the old system with integrated controls pays $2,500 per single-family home ($4,500 in a disadvantaged community); no weatherized-tier amount for this option. Con Edison pays through a participating contractor as an instant discount, and the page says "Incentives are offered subject to program rules and available funding." Status: open. Paid by Con Edison (NYS Clean Heat). - **NYSERDA EmPower+ (income-eligible homeowners)** For households at or below 80 percent of state or area median income (or on a utility payment assistance program): funding toward air sealing, insulation, heat pumps, heat pump water heaters and electrical upgrades, up to 100 percent of some project costs. The page does not state a heat pump dollar cap. Status: open; income-qualified. Paid by NYSERDA. - **Federal High-Efficiency Electric Home Rebates (formerly HEAR), New York** DOE Program Notice 26-2, effective May 29, 2026, removed rebates for fuel switching (replacing non-electric equipment); rebates now only for upgrading existing electric equipment. How New York applies this to heat pumps was not verified. Status: unknown; income-qualified. Paid by US Department of Energy via NYSERDA. [Source: US Department of Energy, Home Energy Rebates Program Notice 26-2, read 2026-10-27](https://www.energy.gov/documents/program-notice-26-2)
- **NYS Clean Heat: partial-load heat pumps (for example a single mini-split)** No Clean Heat incentive for a new partial-load install: the 2026-2030 manual lists only full-load categories (2, 2a, 2b, 3) and a Category 4 top-up for homes that already have a partial-load heat pump and add load to reach full load (Con Edison $4,000, National Grid $4,000, NYSEG $3,000, RG&E $3,000, Central Hudson $3,000, O&R $4,000 per single-family home). Status: ended. Paid by NYS Clean Heat utilities. - **Federal Energy Efficient Home Improvement Credit (25C), New York** Was 30 percent of cost up to $2,000 a year for heat pumps; not available for property placed in service after December 31, 2025. Status: ended. Paid by US Treasury / IRS. [Source: IRS, Energy Efficient Home Improvement Credit, read 2026-10-27](https://www.irs.gov/credits-deductions/energy-efficient-home-improvement-credit)

## Common questions

### What does Con Edison pay for a heat pump?

NYS Clean Heat: full-load heat pump with decommissioning of the old fossil heating system: $7,000; NYS Clean Heat: full-load with integrated controls (keep existing fossil system as controlled backup): $2,500. Amounts depend on the system and the home, and the program's own terms control.

### Is the Con Edison heat pump rebate open?

As last read October 27, 2026: NYS Clean Heat: full-load heat pump with decommissioning of the old fossil heating system is open; NYS Clean Heat: full-load with integrated controls (keep existing fossil system as controlled backup) is open; NYSERDA EmPower+ (income-eligible homeowners) is open; Federal High-Efficiency Electric Home Rebates (formerly HEAR), New York is unknown; NYS Clean Heat: partial-load heat pumps (for example a single mini-split) is ended; Federal Energy Efficient Home Improvement Credit (25C), New York is ended. Treat "open" as "listed and not publicly paused", and call the utility or contractor before promising a rebate.

### Does the federal heat pump tax credit still apply?

No. The federal energy efficient home improvement credit (25C) ended for systems placed in service after December 31, 2025, so we do not count it.
